Incarceration is a huge expense and if there were unlimited funds in our national budgets there would be no need to consider changing anything unless fairness was a prominent goal.Unfortunately, national budgets around the world are stretched by government expenditures and it may make sense for us to evaluate the reasonableness of our expenses.
